I’m not good at all at musical notations and what they stand for,
I can’t read or compose anything and I can’t play any instruments.

I’m interested in learning.
Every time I started in the past I had always given up.
It pretty much just went in one ear and went out the other.

I’ve always wanted to increase my music abilities (Or just have some
musical abilities, period) and I was just wondering if anyone could give me
some tips or something to guide me in the right direction and hopefully I can
be where I want to be.
My family doesn’t really have any musical background. That might make things a little difficult, I’m not sure.

    get piano lessons. they are very helpful with learning musical terms and and you learn to read both the bass and treble cleff. after about a year or two of piano, or at least when you feel more comfortable reading music, you could start learning other instruments. they are much easier when you play the pisno already. and it is also much easier to learn with a teacher than try teaching yourself especially if its your first instrument. music can be hard to understand at first and a teacher can give you tips and keep you motivated. good luck.
