Learning to Read Music
it depends on what you mean by “whole songs” – if you simply mean playing very easy songs hands together, it takes my students (who are generally 7 or 8 years old) about 6 months.
if you’re talking songs of great difficulty – it can take years as you gradually build up the skills necessary both physically and mentally. my students finish the earliest levels of piano about one grade per year (and by year i mean sept through end of june). at the really high levels – longer obviously
Learn How to Read Music Notes
If you’re talking about simple classical songs with both hands–my piano beginners (without knowing the notes) do it on the first lesson. If you’re talking about more complex things–say, Kabalevsky preludes–6 months. Tcherepnin bagatelles, Bach preludes, Beethoven Landler, Mozart minuets, etc.–1 year. Bach inventions, Schubert waltzes, Fur Elise, etc.–2 years. That’s average; some start them a few months earlier, some later. It just depends on how much you pay attention, ask questions, practice, etc.

That’s like asking “how long is a piece of string”. Just practice a lot and start with simpler pieces.

As the recent answerers have said, it’s hard to pinpoint an exact time.
It also depends on what kind of whole songs you mean. I’ll try my best anyway.
