It’s simply practice. If you want to learn to read music well, you need to do it a lot. Reading books and studying it aren’t really going to help much. It’s like learning to bike. There is no point in studying about it. You simply need to practice. Are you learning to play an instrument? Then, you can practice as you play. It’s not difficult to learn if you spend some time doing it, then it’ll begin to come more naturally.
